Ideological Arms Races

Do arms races between ideological arguments stagnate / reach a sort of cold war stalemate? If one side has one set of their own arguments and rebuttals to the other side, and the other has the same, do they stop there?

Or does each side adjust their argument, perhaps spiralling out further into more extreme versions of themselves in order to keep countering?
