While reading this section of Rothbard it occurred to me that slavery is one solution to this problem. But it only works if the slave maintains his will to live. That is the minimal incentive required to perpetuate an infinite machine of Political Means to wealth (well, that and the willingness to institute slavery)
In James Carse - Finite and Infinite Games (Book), when there is a “price” to be paid - even when that price is extreme suffering and death - it is an acknowledgement of the oppressor that the subjects are agreeing to the oppression (and pay said price). If the oppressed merely went along with it as puppets, then there would be no threat and thus no price paid.
